Unfortunatly, much as I'd like to see many people in this country put to sleep, capital punishment doesn't deter criminals (take the US as an example). My solution is much better, Life in prison where every week, each prisoner must give blood. They must also all be compulsory organ donors. So for example if someone needs a kidney and someone in prison matches, it gets whipped out. This would only be for the worst offenders and it is what i see as repaying a debt to society. The really good part is when heart or liver is needed,( you'd only be a donor for this if you were a real bastard). In this case the prisoner's good heart would go into a patient and the patients organ would go into the prisoner's body. This may result in death but it wouldn't be senseless like capital punishment as a life would be being saved and a debt repayed. I'm sure Harold shipman has some body parts we could use. I know I'm a bastard but if I had my way Garry Glitter would still be in prison nervously waiting to see which organ (or limb) would be taken next.
