I put 3 boxes outside my shop about two weeks ago and they where not picked up till last wednesday. THEN on thursday a city councl guy comes in and says

COUNCIL: 'Are you the propriotor'
ME: 'YES'
COUNCIL: 'Did you leave rubbish outside'
ME: (confused) 'YES'
COUNCIL: 'Your not allowed to do that'
ME: (really confused) 'Why not'
COUNCIL: 'You dont have a contract with us'
ME: 'But i thought that was covered by council tax'
COUNCIL: 'Well it is'nt you need a contract with us if you leave rubbish outside again you will be fined £40 and be prosecuted for enviromental health and charged a further £50.

He then hands me a letter and walks out.

I pay other £1000 council tax a year and for what.
I pay my water fees and sewage fees seperate and now have to pay for rubbish as well so I basicly say

'Hi here is a grand for nothing cause i am such a nice guy'
