Me and Lee were in seeing about this a few weeks ago and after talking to fraiser it seems pretty cool. I know what your saying about the bands getting paid thing but to be honest, local bands play pretty much every gig without seeing a penny, It's really not About the money. If your playing to a packed pub then your bound to start to gain a following of fans. Playing tons of free gigs has got the middens (my band) a lot of fans in the short amount of time we've been around.
