At a level higher than plain HTML, there are various free PHP/Asp type IDEs out there. I used to use some I got from coverdisks.

Lately I got a free copy of Visual Studio 2005Pro so Ive been sticking to that IDE.

Microsoft also announced a free version of their web developer tool which is the Express edition

Any sites would require a webserver which has .net installed as well though, which probably exludes most freebie ones.
