It doesn't work like that.
You have to have the person added as your friend, with their friend code.. and they also have to have yours. This is to protect kids from pedophiles dressed as giant animals, and this is the games biggest flaw. There are so many ways minors could have been protected without limiting functionality for adults buying the game, and to be honest, the 20 something male and his girlfriend probably accounts for most of AC's fanbase.
Anyway...
This thread is for that purpose, and there is a myspace group for UK Animal Crossing people and you basically can post your friendcode on there, add EVERYONE in the thread and then once they've added you, you can visit them/be visited.
Alternatively, visit a really popular person, hang about til more people enter the village, select "add X as friend" and then you can add them that way, which is less time consuming. But remember, remind them to add you too.
