On Windows XP, you can enable Remote Desktop on the other machine, and log into it from your machine. It lets you see and interact with their desktop.
Alternatively, you can use a free program called VNC to do the same thing. Remote Desktop is usually the better option over VNC though.
If you have admin access to the other machine, then you can stop processes on the other machine, but I've never done it I have no idea how to do it. I'm not sure if it's one of those things where you need a computer set up as a domain controller though.
I'd be very surprised if there isn't an open source program that would let you do such a thing though.
Maybe you can do it with ssh or something, I dunno. ssh lets you remotely administrate machines. You'd have to look into it more though.
