PC are just as good as mac these days as a recording solution. Decent modern computers in general are powerful enough to handle audio work easily, aslong as you have a good enough soundcard.
However, you are right about needing decent monitors, well, they help alot anyways. KRK also do several decent yet not ridiculously expensive ones (im pretty sure most of their ones are active aswell).
