Nope. In order to emulate a computer at a decent speed, your computer needs to be significantly faster than the computer you're emulating (something like double the speed at least).
Given that the best PC available nowadays has 4 CPU cores, and the Xbox 360 has 6, it will be aaages before anyone can write an emulator for it.

I think consoles will probably still be a
bit faster, as they have more CPU cores, but probably not by much, because it's very very difficult to make efficient use of multiple CPU cores in a game engine.
Graphics cards for the PC are now much better than Xbox 360 though.
The reason few people make games for the PC, is that it's much harder to turn a profit on the PC, and that it's a lot harder to pirate console games.
