haha awesome dude, well i suppose it depends on the candidate and the person being approached, right times and all that.
someone saying on their CV "competent in using most standard IT packages" will probably be given the same weight as someone with an EDCL, my parents both have one, and frankly its stuff anyone who has passed through any educational system can do. Plus lets face it, if your stuck trying to align a paragraph in word, most folk can use google.
