Shoes are not accessories any more than trousers or underwear, you need then to prevent discomfort.

Accessory Definition:

[n] a supplementary component

Shoes, as their core function, don't supplement (or compliment) anything. They exist to perform a function.

They are part of your main clothing, imagine you saw someone on a freezing cold day in the pouring rain with no shoes, you'd be all like "wtf".
