thats pretty mean. in my understanding:

Good rep = Strongly agree with a point or thread this person has made. maybe it made you laugh out loud or pointed out facts you did not know.

Bad rep = strongly disagree with a point or thread this person has made.
for example, if it made you shout at the screen and look like this - or if you think it was in bad taste.

I don't think either should be used just for the hell of it or if a reply would do instead. but then again, i think we are a guilty of that.

Yeah i always give rep for a reason. It's usually if someone makes me laugh actually. The person who gave me it obviously thought it was funny so oh well, at least i brightened up their day!

I would disagree here. personally, I take being offended as part and parcel of using the net, just as being amused by it, but other people don't. giving out bad rep if you are offended or think something is in bad taste is just the same as giving out good rep if you are pleased by a post. well, in my mind it is anyway.
