Is this normal radio communication ?

I found Toshiba Rugby trainer Tetsu Ooishi's homepage in Jan 2003.
The homepage was gone soon after that, Jan 28, 2003, but I had copied.

Ooishi is a Toshiba's Echelon operator abusing me by Toshiba's radar.
The homepage had a radio communication system with an antenna in his home. Please look at http://www.politicalforum.com/viewtopic.php?p=89006. (I can't post it here for size.) You look at any programming editor tool in PC connecting to the system. Is this tempest ? Please tell me that, real British people not Toshiba pretenders.

Ooishi's homepage was http://www04.u-page.so-net.ne.jp/qb3/ja3pcc/. It introduced his column as a rugby trainer http://www.atacknet.co.jp/NSCA/int08.html and the homepage in Japanese wasn't gone.
