...that this is highly illegal, but just SAY you had to, for one reason or another, change a DVDs encoding from one region to another, is this possible? if so how?

failing that, how exactly does one rip a DVD to VCD?

DVD >> VCD...

"explore" through Windows Explorer the coutents of the DVD, copy the .vob files of whereever it is you want to rip from [if it's a band/music dvd it'll be individual files that are individual performances/videos/promo/stuff but it'll be one big file if it's a movie] well, just right click and copy them across to your desktop or that, then use the best darn freeshare program around VirtualDub and "save as" to an AVI... infact, screw that, it's too much effort... DVD/VCDhelp.com is all you need...

I wouldn't do it that way, as you can only change it a finite number of times. The last thing you want is your DVD drive being locked in another region.

It's not illegal in the UK though. It is illegal to break any form of copy protection in the united states, due to the "digital millenium copyright act" (fascists), but you can feel free to do it over here. There are many legitimate reasons why you might want to change the region on your DVD, such as to watch foreign DVDs that you legally own.

it's for a friend in the states, the DVD is region 2, so he can't use it. suggestions for the easiest way of making this viewable to him?

if it's a dvd drive in his computer, tell him to download new firmware for it that makes it 'region free'
