My dad had something similar happen on the same path. He's cycle along it no problem, now all of a sudden he has to get 'buzzed' through and cycle along a path, that has a fence between it and the docks. The fence is about 2 foot high.
Just sounds daft, and over zelous. He wasn't charged, but the guy who told him to turn back said he might have called the police.

i had to wait 4 weeks to get a pass for that fucking cycle track and they dont even check it when you approach the gate, they just open it up... me an asian dude with a camouflage rusksack lol. Stereotypical i know but more of a stereotype than a tanned blonde woman.

Maybe they should start screening the guards that work at that place.
