No, the core doesn't have space for caching files like that, it's just something that's available when the player has a hard-drive.

I believe Crackdown co-op requires a hard-drive for this very reason.

I think the Elite is meant to be quieter when running that the current model. I remember when I first played the 360 how shocked i was at the noise it made.
