Iraqi Elections

i read a news article about Powell saying that some parts of Iraq wont get to vote because of the amount of trouble in those areas. I thought that if they were going to try and satisfy as many people as possible that the democratic process would work that they would try and resolve these issues and make sure that the election process is open to every citizen of Iraq.

By sectioning off parts of Iraq like that would surely only serve to increase those tensions further by denying civilians their given right to vote. I guess that if its ok to do in Florida, its ok to do anywhere else in the world they see fit.
