Russia has joined the treaty, which limits a country's pollution output, meaning that there are now enough members for it to become compulsory for all 179 (or 121, ive heard different reports) countries to abide by its rules.
Of course, Bush and America (which is responsible for 25% of the world's carbon monoxide/dioxide {i always get mixed up}) refused to sign the protocol, telling the European community that he would "listen to [their] arguments but [he] would not change [his] mind", effectively treating Europe like an 8 year-old child. (could that be partly why so many people hate the US?) Anyway, it's good news, but without the US being a part of it it wont be nearly as successful as it would have been. the kyoto deal is getting changed and regnegotiated right now...
this means the countries dont actually have to fulfil their original obligation. this again highlights the weakness in international bodies and their inablity to inforce equality. |
