So the Russians have signed up to it, surely that's a step forward.

Found this Bushism a minuit ago, It explains why the US won't be signing up:

“It isn’t the pollution that’s harming the environment. It’s the impurities in our air and water that are doing it.”

After googling that phrase I've found it attributed to:

Dan Quayle
John Kerry
George Bush
Al Gore

As far as I can tell it was Dan Quayle who said it.

Not every stupid thing you read was said by Bush.
