Police get new anti-yob powers
Friday 30 September 2005 09:46am
Police get new anti-yob powers Police forces will be handed a range of new powers to combat drink-fuelled anti-social behaviour, according to reports. Prime Minister Tony Blair made clear that he wanted to give police "whatever powers (they) need to crack down on this." According to The Guardian, the powers the Government were likely to propose will include 'instant Asbos', with much greater use of injunction-style 'interim Asbos' granted to the police without evidence or witnesses having to be heard or the defendant informed. Bans and restrictions would remain in place until a full court hearing. Police forces would have new powers to cancel late-night extensions for rowdy pubs and clubs without recourse to the courts. There would be fixed-penalty fines of £80 for drunk and disorderly behaviour. Three tickets and persistent binge drinkers would face a 'drinking banning order' barring them from pubs and clubs in a specified area for a specified time, possibly a month. Under-age drinkers and those who serve them would face similar fines. There could be an extension of £80 and £40 fixed-penalty fines handed out by police officers for rowdy behaviour to 10 to 15-year-olds. Those who do not pay or go to court would face fines of £120 to £60. There would be an extension of existing powers implemented in January 2004 to close down crack dens by giving the police wider powers to evict drug dealers first and insist they can only challenge the police action in the courts later. The paper suggested that in the coming weeks, ministers will also consider whether to adopt measures outlined by the Metropolitan Police Commissioner Sir Ian Blair to give police the power to suspend driving licences and seize cars. Shami Chakrabarti, director of the civil rights group Liberty, cautioned: "They (the police) are no longer investigating crime but dishing out the punishments themselves. If he (Mr Blair) goes any further than he has already gone, he will be modifying policing in this country for all time." A Home Office spokesman cited Mr Blair's comments on Thursday about giving police whatever powers they need to combat anti-social behaviour fuelled by binge-drinking, but could not comment on the details of the ideas being considered by ministers. in some parts of england this is already in place with boy racers being fined and having their cars impounded, which i think is good, as long as its done properly and the right people targetted.
