< not < on user title

no major thing but when i typed <insert user title> for my title it changed to <insert user title> when displayed. Just thought I'd mention it before i change.

is it not a browser thing too? I remember throwing together a site before and Mozilla/Opera recognised

it can be an issue with browsers and websites using character sets other than UTF-8.
