Just label a banned person with something horribly offensive. Make sure you stick it in the agreement for signing up as small print though.

I think it was glitter-me-up who pointed out that you can't rep a banned person because the button isn't there so that's an easy enough way to figure it out if you're really that bothered about it

But I like Scott's idea, I've seen it on a bunch of other places, and one even puts "BANNED" in massive red letters underneath their name. heh. Not suggesting you do that though.
